The for_bootleg=1 parameter excludes Camouflage moves that match the type of the bootleg (which bootlegs can't learn). If you're using get_tag_moves for purposes other than determining what moves bootlegs can learn (e.g. listing unsellable moves) then you don't need to include the for_bootleg parameter.
