Passive quests are encounters that can spontaneously appear on the map of New Wirral. These encounters are not logged in the quest menu, unless the player obtains rumours about them from the townsfolk in Harbourtown.
List of Passive Quests
- All types of Wild Fusions
- Static encounters, listed as Unidentified Signals
- Offline net players gifting or challenging the player (only if not in a multiplayer session)
- Traveling Merchant
- Black Shuck
Only the Traveling Merchant and Black Shuck are not visible in the map via the Fusion Radar.

Spawning Mechanics
As soon as the game loads, a global 10 second cycle starts; every 10 seconds the game will attempt to spawn a passive quest, but it will fail under the following conditions:
- There is no save file loaded (such as when in the Title Screen),
- The loaded save file has not completed This Is The World We Live In,
- The game is busy saving or loading,
- A menu is currently open,
- There are already 12 passive quests present.
Regardless if the spawn attempt succeeds or not, the 10 second cycle will begin again. If the spawn attempt succeeds, the game will randomly choose a passive quest and the location if the requirements, such as current level and unlocked Abilities, have been met.
There cannot be more than one Traveling Merchant, one Black Shuck, one offline net player gift and one offline net player rematch quest at any given time. The offline net player gift passive quests will also not spawn while in a multiplayer session, or if the save has not yet participated in any online battle (not raid).
Any cleared passive quest will despawn and allow a new one to spawn on the next cycle. Additionally, all passive quests will automatically fail and despawn at midnight, the start of the next in-game day.
Trivia
- There are 152 total passive quest locations in New Wirral, two of which are reserved for flood fusions.
- The map tile containing Icelington Station has the most passive quest locations, at 4 distinct locations.
