As soon as the game loads, a global 10 second cycle starts; every 10 seconds the game will attempt to spawn a passive quest, but it will fail under the following conditions:

Passive quests are encounters that can spontaneously appear on the map of New Wirral. These encounters are not logged in the quest menu, unless the player obtains rumours about them from the townsfolk in Harbourtown.

List of Passive Quests

Only the Traveling Merchant and Black Shuck are not visible in the map via the Fusion Radar.

Spawning Mechanics
